Standing Conference of Public Enterprises (SCOPE) is an apex professional organization representing the Central Government Public Enterprises. It also has some State Enterprises, Banks and other Institutions as its members.
SCOPE, with the vision to enable member enterprises be globally competitive in a market driven environment, facilitates the endeavours of its members in improving their overall performance and promote their legitimate aspirations by strengthening their effective and sustained engagement with stakeholders. It is the only organization representing the entire spectrum of public sector enterprises (PSEs) in India. It has been advocating concerns and issues of the PSEs and is engaged in an ongoing dialogue with the government in order to have conducive public sector policy framework. Its activities are aimed at strengthening the PSEs by making them more efficient and effective and at the same time encouraging them to explore new horizons in the global market.
SCOPE came into existence on April 10, 1973 and was formally given recognition as an apex body of Central Public Sector Enterprises in November 1976 by a decision of the Union Cabinet.

Objective
SCOPE looks upon its tasks as both internal and external to the public enterprises and other organizations/ corporate bodies/institutions which are its members. Internally, it would endeavour to assist these in such ways as would help improve their total performance. Externally, it would help improve its total boundary role in conveying such information and advice to the community and the Government as would generally help the public enterprises and other member organizations in their respective role.
Corporate Governance
SCOPE focuses on Corporate Governance in PSEs as a logical extension of its concern for the development of PSEs and their governance. It organizes programmes to create awareness about Corporate Governance practices prevalent the world over in order to improve governance of PSEs. Its main emphasis is on greater professionalization of Boards of CPSEs with special focus on the role of Independent Directors. It has been organizing these programmes under the aegis of Department of Public Enterprises and in academic collaboration with the Academy of Corporate Governance with internationally reputed resource persons. SCOPE’s inputs and recommendations have helped DPE to frame the Guidelines on Corporate Governance for all PSEs. SCOPE has been facilitating interaction and sharing of experiences of good practices in effective implementation of Corporate Social Responsibility guidelines.
